Went to take the filter pack out to clean it when I noticed that the water was trying to flow over the top of the bio-sponges and that the flat part of the cage was facing the aquarium, reversed it so the lugs were facing the aquarium and the water level dropped down suggesting that the water was now passing thru the sponge instead of trying to climb over it.
